Jeff Peterson

President

As C2C’s President, Mr. Peterson brings a wealth of experience in establishing and maintaining healthcare operations with a culture of striving for excellence and a focus on quality, productivity and continuous improvement. He is a licensed attorney with more than 38 years of senior leadership experience. Mr. Peterson is a West Point graduate and U.S. Army veteran. Mr. Peterson holds a Master’s degree in Business Administration from Boston University and his Juris Doctor degree is from the University of Maryland.

Dr. Frank Delli Carpini
Chief Medical Officer

Dr. Frank Delli Carpini is C2C’s Chief Medical Director and the Medical Director for the QIC Part B South task order. Dr. Delli Carpini is a board-certified practicing physician with more than 25 years of medical director experience, 33 years of healthcare experience and 19 years of Medicare experience. He oversees C2C’s Medical Directors, physician panel, and quality review team.  Dr. Delli Carpini is a seasoned leader with a broad range of experience in Medicare Fee-for-Service, Medicare Part C, Medicaid Managed Care, Medicare Parts A and B, and Independent Review Organization (IRO) Operations.

Aaron Pleines
Vice President of Operations

Mr. Pleines is a VP of Operations for C2C and the Program Director for the Part A East QIC jurisdiction. He provides daily management and strategic oversight of the standard and expedited appeals for the contract. Mr. Pleines has over 20 years of QIC and IT Security experience, and has specialized in digitizing documents, implementing streamlined IT solutions to incorporate automation using Agile development methodologies, and negotiating software license agreements to simplify contract vehicles and reduce overall costs. Mr. Pleines holds a Bachelor of Science degree in Computer Science for the University of Pittsburgh, and a Master’s of Science in Computer Security from Towson University.

Fabian Alzate
Business Development Director

Mr. Fabian Alzate is C2C’s Business Development Director responsible for developing and executing the corporate strategy and defining future lines of business, and serves as the lead company growth strategist ensuring long-term business success.  He provides oversight of all business development, capture, business partners, and joint ventures initiatives. Fabian has over 30 years of business experience in both the commercial and federal healthcare sectors, including over 10 years of compliance & ethics executive leadership and a successful career as a U.S. Naval Officer/Naval Aviator.

Lisa Hanson

General Counsel

Ms. Hanson is General Counsel for C2C and provides day-to-day operational and attorney leadership in C2C's ALJ Appeals Department and QIC participation in ALJ hearings for all task orders held by C2C.  Lisa has over 20 years of legal experience in health care and administrative law and holds a Bachelor of Science degree from Colorado State University and a Juris Doctor from Western Michigan University Cooley Law School.

Nicholette Warner

Program Director

Ms. Warner is the Program Director of C2C Innovative Solutions, Inc. Part B South QIC jurisdiction. She provides day-to-day operational leadership, strategic planning, and oversight of operations and quality. Ms. Warner has over 33 years of experience in Medicare Part A and B operational experience to include leadership roles in prior authorization, provider enrollment, appeals, claims, correspondence, and customer service. Warner holds a Bachelor of Science degree in Business Administration from California Coast University.

Brian Stotler

Program Director

Mr. Stotler is the Program Director of C2C Innovative Solutions, Inc. Part B North QIC jurisdiction. Brian has over 22 years of project and inventory management experience in the Medicare, Medicaid and private insurance industries, 15 of which have been in senior leadership positions for Medicare claims and appeals processing. He has successfully built and managed various high-level complex projects and high-performing organizations, including implementations for the first Part A QIC, Medicare Claims Processing, the DME QIC and, most recently, the establishment and implementation of the Formal Telephone Discussion Demonstration. In each of these program director roles, he designed and managed project plans for business implementation, staffing strategies, quality management, communication campaigns and protocols for large-scale inventory contracts, including the end-to-end adjudication for Medicare claims, appeals and telephone inquiries. He was recognized as the MSW Scholar of the Year from Florida State University, where he earned his Masters’ Degree in Clinical Social Work. He is a certified training facilitator for Covey’s 7 Habits of Highly Effective People and The Speed of Trust.

Robin Schneckloth
Director of Business Implementation

As the Director of Business Implementation, Mr. Schneckloth leads the integration of new contracts and technologies, aligning operations with strategic goals to enhance efficiency and innovation. With over a decade of experience in Medicare and the technology sector, he drives cross-functional teams in adopting modern technologies, significantly improving productivity and operational excellence. Mr. Schneckloth manages project lifecycles from inception to delivery, overseeing budgeting, resource allocation, and timelines to ensure seamless execution. He fosters strong stakeholder relationships to support successful outcomes and cultivates a culture of continuous improvement. His leadership is focused on accountability, innovation, and achieving high-impact results, all while staying ahead of industry trends to maintain a competitive edge. Mr. Schneckloth holds a Master's degree in Information Technology from Purdue University and is a certified Project Management Professional (PMP).

Jean Cheney
Program Director

Ms. Cheney is the Program Director for the Part D Qualified Independent Contractor (QIC) task order. Ms. Cheney has extensive management in Medicare appeals programs at the QIC level. She has over 18 years of leadership experience, nine of which have been in senior leadership positions for the Medicare Appeals Program, overseeing all aspects of operational requirements, performance standards, and applying applicable statutes, regulations, rulings and policies to medical and non-medical decisions. She has over 22 years of healthcare experience, which includes over eleven years of clinical nursing. She holds a Bachelor of Science degree in Nursing from the University of South Alabama and a Master in Business Administration degree from Columbia College.

Maria Lagoutaris
Compliance and Ethics Officer

Ms. Maria Lagoutaris is C2C’s Compliance and Ethics Officer with overall day-to-day operational responsibility for C2C’s Compliance and Ethics Program. Ms. Lagoutaris is a licensed attorney for over 20 years, as well as a Certified Compliance & Ethics Professional (CCEP) for over 6 years. She holds a Bachelor of Science degree in Education from Youngstown State University and a Juris Doctor degree from Cleveland-Marshall College of Law. She has nearly 10 years of Medicare contractor experience and has reporting responsibility to the Board of Directors and the Audit and Compliance Committee, regarding all aspects of C2C’s Compliance and Ethics Program.

Barbara Yakimowicz
Vice President of Operations

Ms. Yakimowicz is a Vice President of Operations and a Program Director for C2C’s No Surprises Act disputes and Independent Review Organization reviews operations.  She provides day-to-day operational leadership, strategic planning, and oversight of operations and quality. Ms.  Yakimowicz is a licensed attorney with over 25 years of healthcare appeal experience, including over 15 years of senior leadership in multiple Qualified Independent Contractor task orders.  Ms.  Yakimowicz is certified in healthcare compliance through the Health Care Compliance Association and is a certified Project Management Professional through the Project Management Institute. Ms. Yakimowicz holds a Bachelor of Arts degree in Political Science from Wilkes University, a Master of Science degree in Health Care Administration from the University of Scranton and a Juris Doctor degree from Widener University School of Law.
